2005年10月2日,上海市公安局中青年干部培训团一行20人,在市局政治部副主任陆东的带领下,应邀飞赴英国进行为期21天的警务培训和考察访问。期间,培训团成员在 Bramshill 警官学院重点学习了警务改革、情报导向、人权和冲突管理、社区警务、高科技犯罪、领导力和人力资源管理等课程。之后,又与伦敦大都市警察局、伦敦CHARING CROSS 警察局、伦敦大都市警察专业人员培训中心、苏格兰CARDIF 警察局、汉普郡 SURRY 警察局等机构及其一线人员进行了深入广泛的交流,领略了英国同行先进的警务理念和工作实践。短暂的英伦之行,宛若岛国阳光下流彩着的文明印记和充溢着人文关怀情结的美丽风光一样,给培训团留下了深刻的印象。
On October 2, 2005, 20 young and middle-aged cadre training groups from Shanghai Public Security Bureau, led by Lu Dong, deputy director of the Political Department of the Municipal Bureau, were invited to fly to Britain for a 21-day police training and study visit. During the training period, members of the Bramshill Police Academy focused on such areas as police reform, intelligence orientation, human rights and conflict management, community policing, high-tech crime, leadership and human resource management. After that, he held extensive and extensive exchanges with the Metropolitan Police in London, the CHARING CROSS Police Station in London, the Metropolitan Police Professional Training Center in London, the CARDIF Police Station in Scotland, the Surry Police Department in Hampshire and other front-line personnel. British counterparts advanced police philosophy and work practices. The brief trip to England, just as the sunshine of the island country, embodies the civilization imprint and the beautiful scenery full of humane care complex, left a deep impression on the training delegation.
