党的十一届三中全会以来,我省公路运输发展较快,公路综合运输体系、多家经营和引入竞争机制的格局已经形成,运输市场活跃,基本满足了我省经济建设和各族人民日益增长的物质文化生活的需要。但是,由于管理工作跟不上,宏观调控不力,运输结构不合理,运力损失严重,燃料浪费惊人,运输市场比较混乱,索要回扣等不正之风比较突出,全面治理整顿运输市场势在必行。根据中央十三届四中全会精神和进一步治理经济环境,整顿经济秩序,全面深化改革的要求,决定在全省范围内对公路运输市场进行一次全面治理整顿。
Since the Third Plenary Session of the 11th CPC Central Committee, highway transportation has been developing rapidly in our province. The pattern of comprehensive highway transportation system, multiple operations and the introduction of competition mechanism has been formed. The transport market is active and basically meets the requirements of economic construction and people of all ethnic groups The growing material and cultural needs of life. However, unmanaged administration, ineffective macroeconomic regulation and control, irrational transport structure, serious loss of capacity, alarming fuel waste, disorganized transport market and demanding kickbacks are more prominent. It is imperative to comprehensively rectify the transport market. In accordance with the spirit of the Fourth Plenary Session of the 13th Central Committee of the Party Central Committee and the further control of the economic environment, rectifying the economic order and deepening the reform in an all-round way, we decided to conduct a comprehensive government rectification of the road transport market across the province.
