1991年国务院42号文件指出:“保护国营农场的土地等资源和财产不受侵占。”“对少数抢占,盗窃农场土地等资源和财产的不法分子,要依法查处。”国家搞经济建设,赖以安定的社会环境:国营农场的发展,也靠良好的外部条件。这是众所周知的道理。然而,自从国务院42号文件发表后,仍有一些地区发生严重的侵占、破坏国营农场土地资源及财产的事件,望当地政府予以重视,妥善处理,并采取果断措施防止今后类似事件的发生。
State Council Document No. 42 of 1991 pointed out: “The protection of state-owned farms such as land and other resources and property are not to be appropriated.” “For a handful of lawbreakers who seize and steal farmland and other resources and property, they should investigate and punish them according to law.” To stabilize the social environment: the development of state farms, but also by the good external conditions. This is a well-known truth. However, since the State Council Document No. 42 was issued, serious incursion and destruction of state-owned farm land resources and property still persist in some areas. We hope that the local government will give due attention to proper handling and adopt resolute measures to prevent similar incidents in the future.
