针对环境规制的实施是如何影响导向性技术创新选择以实现绿色增长这一问题,构建了以社会福利最大化的绿色增长目标为目标函数、以保证均衡增长率的持续增长和环境质量的持续改善为约束条件的非线性最优控制模型.利用最优控制理论和极大值原理,分别得到了棕色技术创新投资收益率、绿色技术创新投资收益率和资本分配的定量表达式.模型的数值仿真结果表明:尽管棕色资本在资本积累中的生产弹性上存在优越性,但绿色资本才是维持全社会经济增长的重要支撑;环境规制的实施能够促进资本分配转向绿色技术创新领域,且强度越大越有助于绿色资本利用,而进一步的绿色技术创新对绿色增长目标实现具有更有效的推动作用.
