《中国共产党机关公文处理条例》第七条指出,“请示用于向上级机关请求指示、批准”。在14个党的机关公文种类中,请示是公文往来中使用频率较高的文种,但在实际工作中,我们发现一些上报的请示存在的问题比较多,感到很不规范。比如,有的请示多头主送,有的请示里面涉及多个要解决的问题,有的格式不规范,标题中出现“请示报告”或“报告”字样。
Article 7 of the “Regulations on the Official Document Handling of the Chinese Communist Party” states that “petitions are for requesting directions and approval from higher authorities.” Among the 14 official documentary documents of the party organizations, referrals are frequently used documents in correspondence between official documents. However, in actual work, we found that there are many problems in the requests for reporting, and we feel that they are not normative. For example, some invited to send bulls, and some referrals which involve a number of issues to be addressed, and some non-standard format, appear in the title “Please report” or “report”.
