利用江西省农民用水协会的调查数据,本文构建多元回归模型实证分析了农民用水协会功能实现程度的主要影响因素。研究表明,水利设施权属证对农民用水协会功能实现程度有显著影响,协会管理的灌溉面积、参加协会的农户数以及协会执行委员会成员数钳制了农民用水协会功能的进一步发挥,主席水利工作经验及主席身份使农民用水协会功能具有发挥作用的空间,主席产生方式使农民用水协会具有提升功能实现程度的功力,当地政府的支持及注册登记也是影响农民用水协会功能实现程度的重要因素。本文提出农民用水协会功能实现的政策建议有,要注重产权制度改革,加大权利向农民用水协会转移,要确定农民用水协会的合理规模,要健全和完善农民用水协会主要负责人的产生机制,各级政府要加强对农民用水协会的扶持。
Based on the survey data of the Association of Peasants’ Water Consumption in Jiangxi Province, this paper constructs a multiple regression model to empirically analyze the main influencing factors of the degree of realization of peasant WUAs. The research shows that the certificate of ownership of water conservancy facilities has a significant impact on the realization of farmers ’water association. The irrigation area managed by the association, the number of households participating in the association and the number of members of the executive committee of the association have restrained the further development of farmers’ water association functions. As well as the capacity of chairman to make peasant WUA function, the mode of chairman makes WUA have the function of improving the function, and the support and registration of local government is also an important factor that affects the function realization of WUA. This paper puts forward some suggestions on how to realize the functions of peasant WUAs. It is necessary to pay attention to the reform of property rights system, increase the transfer of rights to farmers WUAs, determine the reasonable scale of farmers WUAs, perfect and perfect the production mechanism of WUAs chief executives, Governments at all levels should strengthen their support to farmers’ water associations.
