中国可持续能源记者论坛透露,能源基金会、世界自然基金会与国家财政部正在研讨开征“生态税”。目前,正对能源对环境的影响成本进行核算,年内相关草案将出台。在社会和谐发展的总目标下,环境问题正日益受到关注。生态税主要是为了保护生态环境和自然资源,向所有因其生产和消费而造成“外部不经济”的纳税人课征的税收。这个标准与企业的排放有关,企业污染得越多,承担的环境成本就会越高。值得肯定的是,生态税将增加“污染严重”企业的环境成本。一方面,使得部分重污染企业知难而退,以较低的社会成本来换取污染减少;另一方面,运用税收杠杆实现生态和资源价值的合理补偿,可在生态保护和一般经济行为之间架设一座良性互动的桥梁。
