省八届人大二次会议提出的《关于进一步扶持革命老区发展经济议案》从1996年开始实施,至去年底已整整三年。在各级党委、政府的重视和有关部门的大力扶持下,广大老区人民艰苦拼搏,实施议案取得了显著成绩,老区面貌发生了显著变化。——老区的经济建设有了较大发展。1998年全省老区工农业总产值达到1569.9亿元,比1995年的799.6亿元增长了96%,平均每年递增25%,比议案办理方案总体规划提出的年递增15%的目标超出10个百分点。老区农民人均纯收入1998年达到3259元,比1995年提高73%,年均递增20.6%。三年中老区的工农业总产值和人均纯收入的增长率都超过全省的平
