作为一种村民集体制定的行为规范,村规民约不仅可以有效的约束人们的行为,它的制定和实施也应该体现民主、参与、自治的“自助”过程,而不是单纯从法律的角度自上而下的强制实施。因此,本次调研以社会工作专业的视角,以介入村规民约建设的过程中发现的问题与机遇为出发点,对A、B两村村民现有村规民约的情况进行调查,征集村民和镇政府对于未来新村规民约的发展意见。调研结果将为后期新村规民约条文的出台作出科学依据。
