赫伯特·吉尔希是联邦德国经济学教授,前基尔世界经济研究所所长,国际著名的经济学家。本文是作者为欧洲共同体委员会经济与事务总司所写的内部报告,刊于该司1989年5月《经济论文》上。作者在系统分析制约战后欧洲各个时期经济增长高低变化诸因素的基础上,对欧洲共同体90年代的经济前景作出了乐观的估计。作者在文中比较深刻地剖析了造成欧洲贸易保护主义比较根深蒂固的因素,竭力主张奉行开放政策,认为这是保证欧洲90年代较高经济增长的一项重要条件。
Herbert Gilliich is Professor of Federal German Economics, former director of the Kiel Institute for World Economics, internationally renowned economist. This article is the author’s internal report by the Economic Commission for Economic Cooperation and Community of the Commission of the European Communities, published in the May 1989 Economic Papers by the Division. Based on the systematic analysis of various factors that have constrained the changes of economic growth in various periods in post-war Europe, the author made optimistic estimates on the economic prospects of the European Community in the 1990s. In the article, the author profoundly analyzes the factors that have caused the relatively deep-rooted trade protectionism in Europe and vigorously advocates the implementation of an open policy as an important condition for ensuring the higher economic growth in Europe in the 1990s.
