大数据是促进经济社会发展的重要引擎,也是推进国家治理现代化的战略资源。政务大数据是大数据资源中的关键类型,是提高政务服务质量和水平不可缺少的工具。政务大数据的开放与共享对于公共产品和公共服务的提供来说具有重要的价值,对于公共服务供给侧结构改革具有重要的基础性作用。然而,当下政务大数据在开放与共享过程中仍然存在着技术短板、部门利益、安全陷阱、问责压力与产权纠结等主要障碍和壁垒,影响着政务大数据的充分开发和利用,增大了行政成本、制度成本和协调成本。因此,通过围绕完善数据管理制度、改革部门管理体制、增强部门协作能力、创新开放共享机制、优化研发技术平台、强化人才队伍建设这六个方面进行改革,政务大数据的开放与共享必将迈入科学化、规范化、法制化的轨道。
