加强社会建设、创新社会管理离不开法制建设,也离不开社会不同群体利益的制度化表达,其中,立法活动中的利益表达是最根本的一项制度渠道。目前,我国人大立法信息公开和利益表达的法律制度较为缺乏,远落后于丰富多彩的立法实践,也因此导致了我国人大立法信息公开的不规范和立法中各方利益表达的失衡,这种局面如果得不到改变将影响社会关系的正当化、制度化和社会关系的和谐稳定。为此,有必要进一步完善我国人大立法信息公开和利益表达制度,在立法的立项、起草、审议等各个环节中规范立法信息的公开和利益表达机制,推动公众有效参与立法、充分表达利益诉求,进而提高立法质量,实现法律作为制度化配置和协调社会资源和利益的本质功能。

For this reason, it is necessary to further improve the legislation information disclosure and interest expression system of our NPC, standardize the disclosure and expression of interests of legislative information in all aspects of legislation establishment, drafting and deliberation, promote public participation in legislation, fully express interest demands, Further improve the quality of legislation and realize the essential function of law as institutionalized allocation and coordination of social resources and interests.
