任何社会都不可避免地会遭受各种各样的灾难,从而产生公共危机。对于一个社会和政府而言,面对各种危机,最紧要的选择应是建立一套比较完善的公共危机管理机制,并在此基础上不断增强政府以及整个社会的危机管理能力。但严格地说,一切危机和灾难都是人为的,是人类不理智、不合理的生产方式、生活方式和行为方式的结果。管理危机固然重要,但预防危机更重要,管理危机只是减少损失,预防危机则可以避免损失。把危机管理整合于经济社会的可持续发展之中,在经济社会的发展过程中通过科学的安全管理和正确的安全政策,及时发现、努力消弥、尽量减少那些可能引发灾难和危机的因素,避免造成人民生命、财产的巨大损失,是我们强调城市安全管理的根本目的所在。
Any society will inevitably suffer a variety of disasters, thus creating a public crisis.
