梅州始建制以来,到清嘉庆十七年(1812年)年四月,嘉应州升格为府,撤程乡县,经常以州(府)县兼置。除疆域大小略有变动,并一度称义安县外,还曾称敬州、梅州、嘉应州、嘉应府。其间,曾有几百年多次称程乡。程乡始建制于南齐高帝萧道成建元元年(479年),近人吴炳奎在《从文化遗存看梅县历史》文中云:“至南齐(479-501),由海阳县分出,设立程乡县。辖境包括现在的蕉岭县及梅州市全部、平远县的大部、丰顺县的小部分地方。”
