Igor Sheiman of the Institute of World Economics and International Relations of Russia wrote an article in the first issue of the 9th volume of the International Journal of Health Plan and Management 1994, introducing the current situation of the Russian health sector and the trend of reform. It also introduced a new funding model that shifted from a tax financing model to a health insurance model.
