中国茶叶出口企业一直纠结于欧盟、日本等发达国家专门针对中国茶叶出口的农药残留标准等贸易壁垒,由于缺失话语权,长期处于被动应对的局面。如何参与到国际标准的制订中去,是国内茶叶行业组织努力的方向与目标,对已经实行的由进口国单方面实行的对出口国有失公平的不合理标准及指标,如何利用国际惯用的应对手段进行据理力争的申诉?浙江国际茶业商会与陈宗懋院士共同向美国环境保护局就要求延期废除茶叶中硫丹残留量标准的申诉,获得了胜诉,说明成事在人。同时也说明,只要据理力争,国际上按进口国说了算的游戏规则也是可以改变的。联合国粮农组织政府间茶叶工作组秘书长常凯松在2013年5月25日云南普洱市举行的国际茶业大会上说,目前由进口国说了算,由进口国单方面制订的有些苛刻的农药残留标准应考虑听取出口国的意见。目前,国内有很多茶叶行业组织,如何代表行业走出去与相关的国际组织对上口,接上关系,行使行业组织的话语权,这是众多国内行业组织需要考虑的。出口企业需要与国际接轨,代表茶业的行业组织更需要与国际接轨。
China’s tea exporters have been entangled in trade barriers such as the EU, Japan and other developed countries specifically for pesticide residue standards of China’s tea exports. Due to a lack of voice, they have long been in a passive response. How to participate in the formulation of international standards is the direction and goal of the domestic tea industry organizations’ efforts. It has taken into account the unreasonable standards and indicators that have been implemented by the importing countries unilaterally imposed on the exporting countries and how to make use of the international usual responses Means Zhejiang Province International Tea Chamber of Commerce and Academician Chen Zongmao jointly won a victory over the claims of the Environmental Protection Agency of the United States on the requirement of delaying the standard of residues of endosulfan in tea, indicating that the incumbent is doing well. At the same time, it also shows that rules of the game, which are negotiated by the importing countries on an international basis, can be changed as long as they are justified. Chang Kaisong, secretary-general of the UN Inter-Governmental Tea Working Group, told the International Tea Conference held in Puer, Yunnan Province on May 25, 2013 that at present, the importing countries have the final say on the part of the harsh Pesticide residue standards should consider listening to the exporting country’s comments. At present, there are many domestic tea industry organizations. How to go abroad on behalf of the industry and catch up with the relevant international organizations to connect with the relations and exercise the right of speech in the industry organizations is what many domestic industry organizations need to consider. Export enterprises need to be in line with international standards and trade associations representing the tea industry need to be more in line with international standards.
