1997年1月17日,上海市科技咨询服务中心航海分中心和双希海事发展有限公司质量认证中心在上海益友饭店联合举办“国际安全管理规则（ISM）”研讨会。 出席会议的有市交办体改法规处和上海市航海学会的领导及11家上海航运企业,2家浙江航运企业和3家江苏航运企业的有关领导和安全管理部门的负责人,共计30名。 为了更好地贯彻执行交通部《关于做好实施“国际安全管理规则”准备工作的通知》文件精神,为保证海上安全、防止人员伤亡,避免对环境,特别是对海洋环境造成危害以及对财产造成损失,促进船公司和船舶安全管理体系的建立和实施,为帮助中小航运企业如何尽快取得明显效果,达到认证要求,特举办了这次研讨会。
On January 17, 1997, the Navigation Center of Shanghai Science and Technology Consulting Service Center and the Quality Certification Center of Shuangxi Maritime Development Co., Ltd. jointly held a seminar on “International Safety Management Rules (ISM)” at Shanghai Yiyou Hotel. A total of 30 directors attended the meeting and took charge of the leadership and safety management department of the 11 maritime enterprises in Shanghai, 2 shipping enterprises in Zhejiang and 3 shipping companies in Jiangsu. In order to better implement the spirit of the document of the Ministry of Communications on the Notice Concerning Preparations for Implementing the International Safety Management Rules, in order to ensure maritime safety, prevent casualties and avoid any harm to the environment, especially to the marine environment, Causing losses and promoting the establishment and implementation of the shipping company and the ship safety management system. To help small and medium-sized shipping enterprises achieve obvious results as soon as possible and meet the certification requirements, the seminar was specially held.
