基层党务干部是党的组织建设基础力量,是基层党员队伍的核心组成部分,在基层队伍管理和党建工作中起着无法替代的作用。据笔者经调查感到:施工企业由于过度地强调以生产经营为中心,往往对基层党建工作不够重视,多数施工企业基层党务干部缺失现象较为突出,党务工作者储备力量严重不足,在一定程度上影响了基层党建工作的正常进行,持续下去必然影响企业整体建设,给企业改革发展稳定带来不利影响。因此,各级领导必须认真分析和研究基层党务干部
