The top-level design is the concept of reform recently proposed by the party Central Committee. When emphasizing the comprehensive reform in all fields, the “Twelfth Five-Year Plan” explicitly proposed that “greater emphasis should be placed on reforming the top-level design and overall planning.” The Ministry of Human Resources and Social Security has also explicitly requested that the top-level design be strengthened to study in depth the major issues concerning social security in human resources. “Top Design ” was originally designed for engineering
