本刊讯2012年7月17日,国家发改委办公厅、财政部办公厅下发“关于组织申报2013年节能技术改造财政奖励备选项目的通知”(以下简称“通知”)。“通知”指出,选项的目的主要是支持燃煤锅炉(窑炉)改造、余热余压利用、节约和替代石油(仅包括节约石油改造项目)、电机系统节能、能量系统优化等节能技术改造项目。项目承担企业具备完善的能源计量、统计和管理体系。项目符合国家产业政策,能够在2014年底前全部完工,实施后年可实现节能量在5000t标准煤(含)以上。“通知”也明确了不予支持的项目。
