蒋介石看重他“不拉帮结派”顾祝同号墨三,江苏涟水人,早年即追随蒋介石,参与北伐和剿共,虽无显赫战功,却获得蒋的信任和重用。抗战期间即已提任徐州剿总总司令、第三战区司令长官。抗战胜利后,任陆军总司令、代参谋总长,并被蒋两次外放担任江苏省政府主席。顾祝同之所以为蒋所器重,据说,有个重要因素,就是顾不搞拉帮结派,没有形成“小圈子”,在国民党中央军政大员中少有顾的同乡、亲戚。
