公平与效率孰轻孰重的问题,伴随着公共管理的发展不断延续。不同的学者在不同的时期,不同的角度对公平与效率的问题都存在着不同的见解。我国在相当长的历史时期,一直将公平优先作为价值取向,导致了平均主义。十四届三中全会以来,“效率优先,兼顾公平”就作为我国发展的基本原则。随着人民生活水平日益提高,贫富差距逐步拉大,公平优先还是效率优先的问题再次引起人们的争议。
The issue of fairness and efficiency should be followed by the continuous development of public administration. Different scholars have different views on issues of fairness and efficiency in different periods and angles. For a long period of history in our country, fairness and priority have always been regarded as values and led to egalitarianism. Since the Third Plenary Session of the 14th Central Committee, “giving priority to efficiency and giving consideration to fairness” has been taken as the basic principle of our country's development. With the improvement of living standards of the people, the gap between rich and poor has gradually widened and the issue of giving priority to fairness or efficiency has once again aroused controversy.
