中国图书出版业的制度性腐败问题,己不是什么新问题,也不是什么秘密,国人皆知。可这么些年来,中国图书出版业也就这么着以一种亚健康状态,病恹恹地也活过来了。这也许是因为中国的图书出版业呈现着这样的一种怪现象,说它是国家垄断,不全对,因为民营资本早己大规模进入了这个领域,己成气候,能在图书市场上与国有资本分庭抗礼。说图书出版业已市场化了,也不对,处在图书出版业龙头地位的出版社,至今仍为清一色的国家垄断,图书定价权也牢牢地掌握在各级掌管图书出版局的手中,并没有放开交给市场,对于图书的定价权,市场至今仍没有话语权。所以,中国图书出版业仍为“垄断程度很高”的行业。也许正是此种计划经济与市场经济犬牙交错的行业状况,决定了图书出版业必然是腐败高发的行业,使其必然会呈现出制度性腐败的特点。
