建设“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的社会主义新农村是中央在“十一五”期间农村发展的主要目标,也与我市建设“五新一好”为内容的新农村建设具有异曲同工之妙。新农村建设关键在于农民自主投入,在于是否能够实现农村经济的持续、快速发展,从当前的农村发展现状来看,影响农民增收、农业增效、农村发展的主要原因在于农业生产组织模式的过度松散。要加快农村发展就必须要建立一种全新的发展模式。笔者认为,在农村建立经济联合会不失为一种合理的选择。一、发展的必然纵观国内外农村发展经验,凡是农村发展较快的地区,农民的组织化程度都相当高。农民组织化程度高能摆脱当前农村的松散状况,尤其是在村级组织作用没有得到充分发挥的情况下,能够将农民的力量集聚起来,形成发展的合力。同时,通过合作经济组织将农民组织起来,也有助于提高农民的社会地位,加强农民的影响力,提高农民的发言权,摆脱他们在市场经济的
