2008年8月,随着湖南省加速高速公路建设,横穿湘西腹地娄底至新化的娄新高速公路正式拉开了建设帷幕。中铁四局一公司承建了娄新高速公路第三合同段的施工任务,管段全长9公里,共有大中桥3座,小桥2座,涵洞68座,天桥2处,合同价值2.002亿,工期24个月。2008年10月,一公司参战员工在项目经理詹伟的带领下,抱着必胜的决心来到工地,擂响了决战湘西的战鼓。
