2003年6月下旬至7月上旬,淮河流域发生了全流域性的特大洪水,位于淮河上游的河南省固始县境内的淮河干流、史灌河、泉河也发生了大于1991年的特大洪水。境内河流及圩区频频出险,严重威胁着沿淮群众的生命财产。在各级防汛指挥部门的正确领导下,固始县充分发挥现有水利工程作用,采用先进的防汛抢险技术,夺取了全县抗洪抢险的胜利。
From late June to early July 2003, the Huaihe River Basin experienced major floods in the whole basin. The mainstream of the Huaihe River in Gushi County, Henan Province, located in the upper reaches of the Huaihe River, also experienced major floods larger than those in 1991 . Frequent outbreaks of rivers and polders in the territory threaten the lives and property of the people along the Huaihe River. Under the correct leadership of the flood control headquarters at all levels, Gushi County gave full play to its existing water conservancy projects and adopted advanced flood control and emergency rescue technologies to win the victory of flood control and rescue in the entire county.
