各市、州、县人民政府,省政府各委办厅局、各直属机构:1998年11月3日凌晨3时左右,通化市银都商厦发生特大火灾事故,造成建筑物过火面积6912平方米,1名保安人员被烧死,1名被救出后由于伤势过重而死亡,1楼和3楼大部分商品被烧毁,200多户个体业户受灾。直接经济损失近600万元。经调查,发生这起火灾的原因是:银都商厦领导没有认真履行消防安全责任。消防观念淡薄,防火安全制度未落到实处。商厦夜间无领导或管理干部值班,保安人员当班看电视、打麻将、外出喝酒、回来睡觉;消防控制室无人值守,火灾发生后,自动报警设备连续多次报警也无人发觉;自动喷水灭火
