在高等教育大众化的背景下,我国各省域高等教育体系都呈现出了追求＂大而齐全＂的发展态势,这必然形成高等教育的无序结构,制约我国高等教育的整体发展。解决这一问题的有效战略是实施区域高等教育的分工与合作。系统中各因素协同作用的发挥状况、区域高等教育资源稀缺性的制约、区域高等教育之间差异的存在、区域高等教育同区域经济关系等等,既是区域高等教育分工的基础,也表明了我国区域高等教育进行有序分工与合作的道路还很漫长。“,”Under the background of mass higher education, China＇s provincial higher education system has emerged the trend to pursue a ＂big and complete＂ development, which will inevitably lead to higher education in the disordered structure, and restricts the overall development of higher education.
