INTRODUCTION Never in Bogotá's history there had been so important investments in public space as those from the past three administrations with their government programs:“Formar Ciudad——Cultura Ciudadana(Developing the city——A Citizen Culture)”(1995-1998) and“Por una Bogotámejor——Ciudad a escala humana(For a Better Bogotá——A Human Scale City)”(1998-2000).“Bogotápara vivir.Todos del mismo lado(Bogotáfor living-Everybody on the same side with no exclusion)”(2000-2003).
