4月23日,财政部率先向社会公开了2012年部门预算,拉开了今年中央各部门公开部门预算的大幕。截至4月25日,报送全国人大审查部门预算的部门和单位全部公开了部门预算。自2010年我国首次推进部门预算公开以来,力度逐年加大,每年都有新进展。不仅公开部门预算的中央部门数量增加、公开的时效性增强,而且公开的部门预算内容更细更实,质量有了明显提高。在预算公开工作开展之初,中央各部门都是自行制定标准公布预算报告,形式多样、内容单一,且对于预算增加或减少的解释说明也十分简略。经过两年的探索实践,
