Editor’s Note: With the socio-economic development, the world’s competition for the oceans has become increasingly fierce. As a traditional maritime power in our country, the role of the oceans is even more obvious. The role of the oceans in the overall national strategy has become increasingly prominent. In the new period and in the new situation, the report of the 18th National Congress of the Communist Party of China made it clear that our country should improve its ability to exploit marine resources, develop the marine economy, protect the ecological environment, resolutely safeguard the national maritime rights and interests and build a maritime power. This is a major leap forward in our marine strategy. The 2014 government work report pointed out: We must uphold land and sea co-ordination, fully implement the maritime strategy, develop the marine economy, protect the marine environment, and resolutely safeguard the national maritime rights and interests.
