改革开放以来我国为支持现代农业生产发展,一贯重视财政支农的资金管理工作,整合政府财政支农资金是各级政府和财政部门管理工作的重点。但财政支持“三农”政策存在着运行成本高、信息不对称、管理层次多和财政支农效率低下等问题,严重影响政府财政支农的资金使用效益和政策发挥效应。本文首先说明财政支农资金整合的现实意义,并以福建省财政支农资金整合情况为例,对财政支农资金整合工作的现状进行分析,归纳出财政支农资金整合的基本原则,依此提出当前我国财政支农资金整合的政策建议。
Since the reform and opening up, in order to support the development of modern agricultural production in our country, China has always attached great importance to the fund management of financial support for agriculture. It is the focus of the management work of governments at all levels and the financial sector to integrate government funding for agricultural development. However, the financial support system has many problems such as high operating costs, information asymmetry, multiple levels of management and inefficient financial support for agriculture, which have a serious impact on the efficiency and effectiveness of the use of funds by government financial support for agriculture. This paper first illustrates the practical significance of the fiscal integration of financial support for agriculture. Taking the integration of financial support for agriculture in Fujian as an example, this paper analyzes the status quo of the integration of financial support for agriculture, and concludes the basic principles of the integration of financial support for agriculture. Put forward the policy suggestion of the integration of financial support for agriculture in our country.
