随着经济和社会的发展和生态环境的恶化,森林生态问题引起了全社会的关注。为解决生态公益林保护所需资金,林业部门提出了建立森林生态效益补偿基金制度。其重点和难点问题是:森林生态效益补偿基金的测算和森林生态效益补偿基金的筹集。建议以现有公益林面积及需要投入资金进行测算,比较理想的筹集办法是从税收总额中提取一定比例作为森林生态效益补偿基金。
With the economic and social development and the deterioration of the ecological environment, the issue of forest ecology has aroused the concern of the whole society. In order to solve the funds needed for the protection of ecological public welfare forests, the forestry department proposed the establishment of a compensation fund system for forest ecological benefits. The key and difficult issues are: the calculation of forest ecological benefit compensation fund and the fund raising of forest ecological benefit compensation fund. It is suggested that the existing public welfare forest area and the need to invest funds for the calculation, the ideal way to raise money is to extract a certain percentage of the total tax revenue as a forest ecological benefits compensation fund.
