根据《关于2014年招标师职业水平考试范围的通知》,2014年招标师职业水平考试范围新增了《电子招标投标办法》及其技术规范(国家发展改革委等八部门20号令)、《关于废止和修改部分招标投标规章和规范性文件的决定》(国家发展改革委等九部门23号令)、《机电产品国际招标投标实施办法(试行)》(商务部令2014年第1号)和《政府采购非招标采购方式管理办法》(财政部令2014年第74号)等内容。本文作者对以上四个部门规章进行了梳理和归纳,并作相关解析,供大家学习与参考。本文将分三部分进行刊登,以下为第一部分。
According to the Notice on the Scope of the Examination of the Professional Level of the Tendegradors in 2014, the Measures for the Electronic Tendering and Bidding and the Technical Specifications (Order No 20 of the Eight Departments of the NDRC and other departments) were added in the scope of the occupational level examination of the Tendegradters in 2014, (Decree No. 23 of the 9 Departments such as the National Development and Reform Commission), Measures for the Implementation of International Tendering and Bidding for Mechanical and Electrical Products (Trial) (Order No. 1 of the Ministry of Commerce of the People’s Republic of China in 2014) and the Measures for the Repeal and Modification of Partial Tendering and Bidding Rules and Regulatory Documents Administrative Measures for Non-Bidding Procurement by Government Procurement "(Ministry of Finance Decree No. 74 of 2014) and so on. The author of the above four departments to sort out and summarize the rules and regulations, and for analysis, for everyone to learn and reference. This article will be published in three parts, the following is the first part.
