在我国有关部门探索、研究市场经济体制下的灌溉管理模式之际,世行贷款长江水资源项目中提出了一种新型的灌溉管理模式,即:自主管理灌排区(SIDD)。它是指在国家政策指导下,对原计划经济体制下的灌溉排水区的管理体制和运行机制进行改革,按照市场经济法则要求,通过灌区运行主体的自主管理,独立核算和用水户参与,使其自我维持能力和良性运行机制逐步建立和完善,最终实现良性运行的灌溉排水区。这种将灌溉管理权移交给用水者的管理模式在国际上已被认可,已经扩展到几个大洲和约40多个国家,取得了良好的效果,积累了很多成功的经验。
In the exploration and study of the irrigation management mode under the market economy system by relevant departments in our country, a new type of irrigation management model was proposed by the World Bank Loan Yangtze River Water Resources Project, namely SIDD. It refers to the reform of the management system and operating mechanism of irrigation and drainage areas under the original planned economy under the guidance of the national policies. According to the requirements of the market economy, through the autonomous management of the main operation of irrigation districts, independent accounting and participation of water users, Its self-sustaining ability and benign operation mechanism are gradually established and perfected, and finally the benign operation irrigation drainage area will be realized. This management mode of transferring irrigation management rights to water users has been internationally recognized. It has been extended to several continents and more than 40 countries and has achieved good results and accumulated many successful experiences.
