根据南水北调中线总干渠工程建设征地的特性,以黄河北至羑河北段工程建设征地为例,分析了征地前后各村种植业的损失,针对出村调整土地进行生产安置和本村开发生产安置方案作了具体分析论证,得出了两种方案都能达到生产安置的目标值。但采用本村开发生产安置方案可节省投资、便于实施、避免被征地群众远迁他乡。从有利于移民稳定发展,以及总干渠工程建设的顺利推进,推荐以本村开发生产安置方案作为南水北调中线工程生产安置的最佳方案。
According to the characteristics of land requisition in the construction of the main canal of the Middle Route of South - to - North Water Diversion Project, this paper takes the land acquisition in the northern part of Huanghe River as a case study to analyze the loss of planting in each village before and after the land requisition. According to the plan of production resettlement and village development, production and resettlement The specific analysis shows that the two programs can reach the target value of production placement. However, the development and production of resettlement programs in this village can save investment, facilitate implementation and avoid the relocated masses being relocated to other countries. From favorable to the stable development of immigrants and the smooth progress of the construction of the main canal project, it is recommended to develop the production resettlement plan in this village as the best plan for the production and resettlement of the midline of the South-to-North Water Diversion Project.
