In order to give full play to the function of supervision and inspection of the office departments of the party committees, we must grasp and handle the following relations in the work practices. First, we must grasp the relationship between the implementation of major policy decisions by the central government and the implementation of decision-making by Party committees at the same level. Each decision made by the Central Government is based on the overall work of the entire party and the country and is more global, long-term, fundamental and directive than the decision-making by local Party committees. The decision-making by local Party committees at all levels is a concrete manifestation of the central government’s decision-making. Only by combining the local characteristics and implementing the central government’s decision-making can we prosper a region. The relationship between the central decision-making and the decision-making by local Party committees is, in the final analysis, the issue of the relationship between commonality and individuality.
