「中华人民共和国是工人阶级领导的、以工农联盟为基础的人民民主国家。」(宪法草案第一条)「中华人民共和国的一切权力属于人民」(第二条)。这就是说,我们国家的统治权力是掌握在以工人阶级为领导的全国人民的手中。人民要行使统治权力,就必须采取适当的组织形式来组成自己的国家机关。我们的国家机关的根本组织就是人民代表大会。毛泽东同志在一九四○年所著的「新民主主义论」中曾经对于人民代表大会制度作过精辟的论述;他把这种政治制度的基本原则归纳到一点,说:「这种制度即是民主集中制。」
