企业国有产权登记工作是国有资产监管的一项重要基础工作。通过产权登记可以明晰企业的产权归属,理顺企业集团内部的产权关系,掌握国有资本分布状况,加强对企业国有资产的监管,防止国有资产流失。随着国有资产管理体制改革和国有企业改革的不断深入,新《公司法》、《企业国有资产法》、《物权法》等法律的实施,特别是混合所有制经济的出现和发展,企业国有产权登记工作面临越来越多的新问题,现行企业国有产权登记制度需要进行改革与创新,以适应新形势下国资监管工作的要求。
The registration of state-owned property rights in enterprises is an important basic work for the supervision of state-owned assets. Registration of property rights can clarify the ownership of the enterprise, rationalize the relationship of property rights within the enterprise group, grasp the distribution of state-owned capital, strengthen the supervision over the state-owned assets of the enterprise and prevent the loss of state-owned assets. With the reform of the state-owned assets management system and the deepening of state-owned enterprise reform, the implementation of laws such as the new Company Law, the State-owned Assets Law of Enterprises, and the Property Law, in particular the emergence and development of a mixed ownership economy, the registration of state- Work is facing more and more new problems. The current state-owned property registration system needs to be reformed and innovated so as to meet the requirements of state-owned assets supervision in the new situation.
