国务院日前发布的《减持国有股筹集社会保障资金管理暂行办法》,可谓“一石三鸟”:既开拓了社会保障基金新的筹资渠道;又支持了国有企业的改革和发展;同时进一步推动了我国证券资本市场的良性发展。而减持更实质性的意义在于从根本上推动了社会保障体制改革。
The State Council recently promulgated the Interim Measures for the Administration of Reducing the State-owned Shares to Raise Social Security Funds.
