Black Tea Hill is located in Lvliang Xingxian County, Shanxi Province, belonging to the Lvliang Mountains. In January 1946, the Kuomintang convened a one-handed National Political Council to overthrow the resolution of the Political Consultative Conference and the Armistice Agreement in Northeast China. On April 8, representatives of the CPC, Wang Ruofei and Qin Bangxian, had to take bad weather because of the grave situation and flew back to Yan’an from Chongqing to report and consult with the Central Committee of the Party. Due to the rainy sky, the plane lost its way and crashed at 2:00 pm on the same day at Black Dasan in Xing County. The victims were: Wang Ruofei, secretary general of the CPC Central Committee, Bo Gu (also known as Qin Bangxian), president of the Liberation Daily and Xinhua News Agency, Ye Tingwen, commander of the New Fourth Army, and his wife Li Fawen and Deng Fa, secretary of the CPC Committee of Workers. After the “April Eighth” air crash incident, the Chinese government conducted a multi-party investigation to infer that the system was man-made damage but suffered no evidence.
