(一)宏观调控中国民经济运行中的积极变化(1)过高的工业生产速度出现回落。7—10月份,全国乡及乡以上工业总产值比去年同期增长20.4%,增幅比上半年回落4.7个百分点。工业生产增幅回落,从地区看,比上月增幅下降的地区,7月为26个地区,8月有16个地区;从轻重工业看,主要是重工业生产受控制投资和资金、运力紧张和心理预期影响,增幅回落较大,7—10月重工业生产增长20.6%,比上半年回落7.2个百分点;而轻工业由于市场需求相对稳定,生产回落不明显,7—10月生产增长20.1%,比上年仅回落2.1
