自1986年以来,南大港农场党委针对本单位的实际,推行了《党务工作百分考核验收办法》,经过8年来的不断完善,基本形成了具有独特性的量化管理模式,有力地促进了农场的物质文明建设和精神文明建设。南大港农场1984年全面实行了生产经营承包责任制。新的生产经营模式,使农场焕发了勃勃生机。但在部分干部、职工中也产生了一些不容忽视的问题,以包代管思想不断增长,金钱至上和个人主义思想有所抬头。农场党委大胆探索新形势下党务工作的新路子,推行了《党务工作百分考核验收办法》。主要内容有制度建设,思想建设、组织建设、作风建设、廉政建设、文明建设、社会宣传和社会教育,并分解成130多项具体工作任务,从而达到定性与定量的具体化,使精神文明建设这一手切实硬了起来。在推行这一办法过程中,为防止形式主义,把真劲用在抓落实上,用在讲求实效上。党委主要狠抓了三个环节:面对农垦企业实际。着重突出农场的企业性和社会性的特点,联系生产经营上等级、上水平、创效益的实际,围绕职工群众观念陈旧和思想保守的现实。采取经济工作与政治工作相结合,社会性工作与党委中心工作相结合,立体教育与侧面鼓励相结合的方法,使党务工作与基层现实有机地统一起来,使之具有可操作性。
