民主德国的国家预算收入,不仅有正规的税收收入,而目还包括国有企业履行“义务缴纳”的利润。关于国家预算收入的构成与数额的条例,是通过人民议会今年度预算立法颁布的。国家预算来源中相当部分来自国有经济成分缴纳的利润。其中最重要的部分是生产性基金的缴纳与产品有关的缴纳、纯利润的缴纳和为社会基金提供的缴纳等。同时,还有社会主义合作社缴纳的部分。以上部分在国家预算收入中占3/4还多。
The revenue from state budget in Democratic Germany includes not only the formal tax revenue, but also the profits of state-owned enterprises in fulfilling the obligation to pay. The regulations on the composition and amount of state budget revenue are promulgated through this year’s budget legislation of the People’s Assembly. A considerable part of the sources of state budget comes from the profits paid by the state-owned economy. The most important part of this is the payment of productive funds related to the payment of products, the payment of net profits and the payment for social funds. In the meantime, there are also sections to be paid by socialist cooperatives. The above part of the national budget accounted for more than 3/4.
