《教育发展规划纲要》指出:“完善教师培训制度,将教师培训经费列入政府预算,对教师实行每五年一周期的全员培训。”这是国家为了提高教师专业水平和教学能力,保证教学质量的主要举措。不断补充新知识、不断更新教育教学观念、不断学习教育教学新手段,是教师专业化发展的必然要求。但是,以往的教师培训由于走过场或脱离实际而不受基层教师的欢迎,进而挫伤了教师参加进修、培训的积极性。那么,基层教师到底需要什么样的培训,这是培训组织单位和培训者必须思考和面对的问题。
