For the current popular “urban comprehensive protection” theory, George Cabreras Moreno, a professor of urban planning at the University of Guanahua, Mexico, has reservations. The following is his conversation with the author of this article: Q: Can the reconstruction of urban centres be coordinated with neoliberal economic policies? A: In Mexico, neo-liberalism has become the economic model of the 1990s. This has led to changes in all areas, including how to look at culture and cultural heritage. Economic growth is the basis of development - this is the typical view of neoliberalism. In the city, neo-liberalism is represented by various new types of urban facilities: shopping malls. In Mexico in the 1980s, people did not know what a shopping center was, but now it has established itself in the heart of cities with banks, financial institutions, and various companies. As a result, the authorities began to clean up the sites of various places of historic interest and importance under heavy pressure.
