浙江省委、省政府始终高度重视儿童福利工作。在民政部的正确指导下,全省儿童福利工作从儿童优先、儿童利益最大化原则出发,按照构建现代大民政的要求,解放思想,积极探索建立儿童福利政策和管理体制、儿童福利保障体系和儿童福利服务体系,推进全省儿童福利事业的发展。主要从两个方面着手,一是积极推进儿童福利政策创制和制度设计。2011年6月,省政府下发了《关于加快发展孤儿和困境儿童福利事业的意见》,对孤儿的安置、养育、康复、特教和成年后住房、就业以及“困境儿童”保障都作了制度性安排,成为浙江省历史上第一个比较完善、比较系统的儿童福利政策,标志着浙江省儿童福利事业由救助型向适度普惠型转变。去年浙江省民政厅设立了儿童福利与慈善事业
Zhejiang provincial party committee and government have always attached great importance to child welfare work. In June 2011, the provincial government issued Opinions on Accelerating the Welfare of orphaned and Troubled Children, providing guidance on the placement, parenting and rehabilitation of orphans, special education and post-adult housing, employment, and protection of the children in distress Made a systematic arrangement and became the first relatively complete and systematic child welfare policy in the history of Zhejiang Province, marking a shift from a relief type to a modest one for the welfare of children in Zhejiang Province. Last year, Zhejiang Provincial Department of Civil Affairs set up child welfare and charity projects
