弱势群体问题是随着我国从传统社会向现代社会、计划经济到市场经济、封闭走向开放的转型过程中凸显出来的社会问题。广州市作为全国经济发展的前沿,妥善处理弱势群体问题,关系到社会的稳定和发展。本文结合当下的时事热点,在审视广州市弱势群体宏观和微观原因的基础上,针对性地提出构建和谐社会进程中对弱势群体人力资源的开发对策,以期为其它发达地区构建和谐社会提供借鉴。
The problem of the disadvantaged groups is a social problem that has emerged in the process of transition from the traditional society to the modern society, the planned economy to the market economy, and the closure to the open. As the frontier of national economic development, Guangzhou properly handles the issues of vulnerable groups and affects the stability and development of the society. Based on the current hotspot of the current situation, this paper, on the basis of reviewing the macro and micro reasons of the disadvantaged groups in Guangzhou, puts forward some countermeasures to develop the human resources for the disadvantaged groups in the process of building a harmonious society so as to provide reference for the construction of a harmonious society in other developed regions.
