入世以及西部大开发战略的提出与实施,为我国西部加快发展提供了千载难逢的机遇,同时也面临着挑战。入世意味着我国必须按照世贸组织规则,执行全国统一的经贸政策,会给西部大开发的政策选择空间带来影响。因此,我国应在充分借鉴世贸组织成员开发落后地区经验的基础上,在世贸组织规则下选择有效的政策工具,加快西部大开发战略的实施进程。
The formulation and implementation of China’s accession to the WTO and the strategy for the development of the western region have provided a golden opportunity for accelerating the development of the western part of our country and also faced challenges. The accession to the WTO means that our country must follow the rules of the WTO and implement a unified national economic and trade policy, which will have an impact on the policy choice space for the development of the western region. Therefore, on the basis of fully drawing on the experience of WTO members in developing backward areas, our country should select effective policy tools under the WTO rules to speed up the implementation of the strategy for the development of the western region.
