我国正处在社会转型与现代化的关键时期,重大突发公共事件频发要求各级地方政府必须及时做出有效应对。现有省内政府间关系的协调机制仍然基于传统科层式体制和“动员型”体制,难以应对当下重大突发公共事件的复杂挑战。因此,必须在明确利益和责任体系前提下,通过应急管理制度化和机制常态化、推行应急项目管理等一系列体制创新来摆脱现行体制的结构性困境。
Our country is in a critical period of social transformation and modernization. The frequent occurrence of major and unexpected public events requires local governments at all levels to make timely and effective responses. The coordination mechanism of the existing intergovernmental relations in the province is still based on the traditional bureaucratic system and the “mobilized” system and it is difficult to cope with the complicated challenges of the current major public emergency. Therefore, we must get rid of the structural dilemma of the current system through the institutionalization of emergency management and the normalization of the mechanism and the promotion of a series of institutional innovations in the management of emergency projects under the premise of clarifying the system of interests and responsibilities.
